HELP ME! LEAKY FRONT DOOR

I need help.  I'm at my wit's end with this door... 
A little over a year ago we had a new front door with sidelights installed.  The guy that did it was a friend; we have since had a falling out and - I doubt I'll ever see him again.  Anyway. 

Just about ever since it was installed, it has leaked underneath it.  The leak starts on the far right side and eventually will have leaked across the entire length of the door.  At first I thought it was an issue with the caulking; I have caulked the crap out of it, 3 times, and it's still leaking. 

I'm a single mom of 2, and I'm at a loss as to what to do/how to fix it and I don't have many resources for help.  I know those boards that are on the ground won't last much longer, if they aren't ruined already.  Very hot and rainy climate here.  Anyone have any ideas???  Is there something that maybe didn't get done when it was all put in, or didn't get done after that should have, or what...?

Sounds like the door surrounding area was not flashed with the proper material door jambs , head & sill should have been sealed before installation.

Clarence, is that something I can go back and do now?  I.e. doesn't involve taking the whole thing out and putting it back again?
